Street Legal Quadbike in Oregon Update-Need Urgent Help!
« on: January 08, 2007, 10:37:50 PM »

Well my friends,

All of our hard work is showing promise.  Here's the deal.  I was just hand delivered by my state rep, the honorable Donna Nelson, Document LC 1456 which has been drafted and  registered by the Legislative Counsel as a proposed bill to the Oregon Legislature.  It is over 40 pages long and it has established a "Quadricycle" to mean:

Any self propelled vehicle other than a farm tractor that:
  • Has a seat or saddle for use of the rider;
    Has handlebars for the operator's use;
    Has a piston or rotor displacement of less than 800 cubic centimeters;
    Is designed to be operated on the highway, and;
    Is designed to travel with four wheels in contact with the highway.

There is obviously a lot more involved in this and some sections will eventually have revisions submitted, but it is a great first shot.  Essentially, all the traditional operating and equipment rules applicable to motorcycles apply to convert an ATV to a quadricycle.  For now, a motorcycle endorsement will be required until "quadricycle" training has been developed (my next chore).

An e-mail to your elected state rep or senator would really help at this point.  To find your elected official, use the provided site: (http://www.leg.state.or.us/findlegsltr/) Reference the provided document number and ask that this proposed bill sponsored by Donna Nelson is important to you.  Regardless if it is important for farmers, commuters (gas and emissions reductions), couriers, or for morale and welfare, they all point to a need for it to become part of our daily lives.

Wish us luck and I will keep you all posted as the new session in Salem commences.  Think good thoughts!  Time is critical and I am asking for help.

Best regards,

Terry Wilmeth Cool

I did this yesterday and it only took about  minutes to do. Think of the benefits we will have If this gets through. So I encourage all of you to please drop a quick note asking our (your) legislator to approve this bill.

This message was sent to me today from Salem (I really need Oregonians to take a few minutes and help us out in the next 24 hours-Please:
You should have all your supporters contact their legislators, plus the committee chair. http://www.leg.state.or.us/findlegsltr/
If we can convince the committee chair to schedule a public hearing, we will contact you immediately (there could be as little as 72 hours notice of a public hearing). Then it would be important for as many supporters as possible to attend.

E-mails are good. It is important to emphasize fuel efficiency, emissions, and reduced traffic while making direct comparisons to motorcycles. Also, it is a good idea to ask supporters to rewrite this in their own words, or to mix up the emphasis of the message (some could stress the comparison to motorcycles, some could stress the environment, etc.) so that legislators don't see the exact same message again and again.

It might also be a wise to contact the Governor's office, as he is in favor of pushing alternative transportation, reduced emissions, and more efficient uses of energy.

I sent out my e-mail.  Very painless and it only took a few minutes.   Grin
