New Oregon Laws for Class I and III for 2009

I hope everyone has received a post card in the mail from Oregon Parks and Recreation Department of the new on-line training requirements starting 1/1/09.  If not, here is a link for you to see the changes coming and what will need to be done to obtain the New ATV Safety Education Card.

The page list the new requirements for rider fit, supervision and the on-line course.

Important!!
The on-line class will also, be required for the supervising adult of a child 15 years old and younger.

Remember these requirements are for Lands open to the Public and not Private Lands.

I signed up for the e-mail alert.  I wish they already had it put together.  I know it'll be January before they come out with the test.

2008 Changes
SUPERVISION: All youth under age 16 must be supervised by an adult who:
Is at least 18 years old.
Holds a valid ATV education card.
Is able to immediately help or direct the youth.

CHIN STRAPS: Helmets are currently required for youth under age 18 for quads (Class I) and dirt bikes (Class III).  Now the helmet chin strap must be fastened.


2009 Changes
RIDER FIT: Starting January 1, 2009 a Class I operator (quad rider), under the age of 16, must meet all the following minimum physical size requirements (Rider Fit) in relationship to the vehicle:

1.  Brake Reach: With hands placed in the normal operating position and fingers straight out, the first joint (from the tip) of the middle finger will extend beyond the brake lever and clutch.
2.  Leg Length: While sitting and with their feet on the pegs, the knee must be bent at least 45 degrees.
3.  Grip Reach: While sitting upright on the quad with hands on the handle bars and not leaning forward, there must be a distinct angle between the upper arm and the forearm, and;
4.  The rider must be able to turn the handle bars from lock to lock while maintaining grip on the handle bars and maintaining throttle and brake control.
5.  Disabled riders are allowed to use prosthetic devices or modified or adaptive equipment to achieve rider fit.

ONLINE SAFETY TRAINING: Safety training is mandatory for quad and dirt bike operators riding on lands open for public use.


Safety Training Exemption
Safety training isn't mandatory for riders using an ATV or off-road motorcycle for farming, agriculture, forestry, nursery, Christmas tree growing operations or when riding on private land.
Mandatory Training Ages
Year Mandatory Safety Training Age
Jan. 1, 2009 Youth 15 and under and adults supervising youth
Jan. 1, 2010 30 and under 
Jan. 1, 2011 40 and under 
Jan. 1, 2012 50 and under 
Jan. 1, 2013 60 and under 
Jan. 1, 2014 All riders must have an ATV safety education card

I thought this was interesting.

Can I take the online course for all my children at one time?
A parent or supervising adult and up to four youth 15 years of age or younger may be certified by taking a single test. However, if a parent is assisting more than four youth, a separate test must be completed for any additional children 15 years old or younger. During initial account set up, a parent or supervising adult will be able to create a family account and add youth to their course account. Each additional adult and youth 16 and older will need to take the online course for themselves.

I got an e mail today from them and my family and I have taken and passed the course. We are waiting on our cards now.

Got the tests done and printed Temporary cards. Anxiously waiting for the permanent cards in the mail now.

I talked to alot of people today who had no idea this test or law is out there. I have printed a copy of this website home page and will  take it to the local cycle/ATV shops around here Saturday and ask to  put them on counters or  hang them up.I'll give them out to some of the larger businesses to, some have large groups of duners. Can we all do this across the state?  Club effort?  Get the word out there?  Grin Grin
